The Blazers led 24-21 after the opening 12 minutes of play and extended their lead to 50-41 at the half.
Udoka's trey pushed the score to 68-55, but the Raptors tallied eight of the final 10 points of the quarter, capped by a pair of Peterson layups, narrowing the gap to 70-62 heading into the fourth quarter.
Leading 73-66, the Blazers reeled off a 10-2 run, capped by a pair of Jamaal Magliore free throws, for an 83-68 advantage with 3:42 left. Toronto opened the stanza by missing its first eight field goals until Garbajosa drained a jumper with 3:59 on the clock.
The Raptors countered with a 10-2 spurt, highlighted by two Peterson threes, narrowing the gap to 85-78.
Ford's three-pointer with 42 ticks remaining brought Toronto with six, 89-83, but that was as close as it would get.

Portland forward Zach Randolph was suspended for one game and fined an undisclosed amount by the team after making an obscene gesture after Friday's loss to the Pacers in Indiana...Toronto is 1-8 versus the Western Conference...The Raptors have drained a trey in an NBA best 634 consecutive games...Portland connected on 43 percent of its shots from the floor, while the Raptors shot a paltry 35 percent from the floor...The Blazers turned the ball over 20 times compared to five for Toronto.
